Complying with minimum local, state and federal safety regulations is a great place to start with any safety program.  Although compliance itself does not guarantee fleet safety, simply abiding by the law is necessary for maintaining intangibles such as goodwill and corporate image.

SInce the regulations have been enacted for specific safety reasons, there's a good chance that striving for 100% compliance may also reduce accidents, protect assets and personnel.

Fleet safety performance metrics are tracked and monitored by DOT, OSHA, insurance companies, legal firms and other fleet business concerns.

 Knowing safety metrics is good business because poor safety metrics mean:

  • Greater propensity for DOT to inspect drivers and vehicles
  • This means operational delays and potential fines
  • Causes higher likelihood of DOT compliance reviews
  • Meaning audits, violations, fines & civil penalties
  • Potential out of service or cease & desist orders
  • Lost business due to Unacceptable Safety Rating

Know your fleet safety metrics ......

  • Carrier Safety Ratings; "SaferSys.org"; apply for and ammend USDOT registeration information.  Check carrier status; be sure operations personnal are aware of the fleet safety status;  promote and communicate. regularly.
  • SafeStat; Detailed statistical analysis and violations listing; do drivers report violations and inspections  as required?   Maybe not, be sure, check regularly.  Note: The Safety Measurement System (SMS) will replace SafeStat as the new tool to measure carriers’ safety performance when CSA 2010 rolls out next year.

  • Federal Motor Carrier Safety Administration;  Why wait for printed publications?  Get the most current safety  regulation directly off the goverment website.  This site also contains great training and crash counter measure resources.

The Research and Innovative Technologies Administration (RITA) coordinates the U.S. Department of Transportation's (DOT) research programs and is charged with advancing the deployment of cross-cutting technologies to improve our nation's transportation system.

;
Although some people act like it - no one knows all the rules all the time due to the volume and dynamic nature of the law.  Find a source for updates on regulatory matters (websites, state trucking associations, insurance company's, etc) and get on the mailing list.  Keep drivers and operations regularly advised of events that may affect them.  Attend at least one safety and compliance training seminar per year.

Rule of thumb; If DOT and OSHA both apply, DOT normally supercedes.
(seek legal consel when uncertain)
