 Key #8;  Communication & Promotion - This safety program component is the inherent paradox in safety management. 
The ultimate goal is zero - no accidents - thus meaning there is "nothing to report". 
Eau contraire - besides just "paying attention to what we're doing", safety awareness means that the entire business unit knows what the metrics goals are, where they stand year-to-date, how that compares to goal, and what needs to be done in order to hit goal.
This requires diligent and creative communication and promotion techniques.  Bulletin boards, newsletters, e-mails alerts, etc. all help build awareness and interest in reaching safety goals.

  Awards - generally speaking, everyone wants to know "what's in it for me?" 
Safety goal attainment should be rewarded. 
 
By defualt, the normal thought process is "why reward someone for just doing their job?"
 
True, safety is in everyone's job description.  But it is unique in that, despite being a personal value it affects an entire group.
 
Therefore personal & group safety achievement should be recognized and rewarded.
 
Rule of thumb: The true reward is the act of being recognized. - not the actual reward itself.

  Safety is a personal issue and must be treated as such.  "No one cares how much you know until they know how much you care" applies. 
Although corporate safety goal attainment is important, to the employee it is not as important as them simpy being able to make it through the work day safely to return home and spend time doing what is really important to them (time with family, friends, hobbies, recreation, relaxation, etc). 
Therefore it is critical that any incident be investigated and communicated throughout the organization as soon as possible.  Everyone needs to know about a "fallen comrade" so they can feel that there, but for the grace of God,  goes them.  Use of "Safety Alerts" or other media to "promote" accidents, investigations and preventive measures will keep the reality of safety near and foster behavior based safety self-management.
Keep communications current and relevant.  Even if no one has won a safety award or there has not been any recent incidents - continue to post results or share accident infromation from other business units or companies.

Note:  although the safety message is meant to be taken personally, do not print names or post photos that reveal the identity of the injurred party.
