Key #3Review previous loss history and target specific trends, frequency and severity.  Classify all accidents by type and preventability.  Maintain this record on a minimum rolling 3-year plus current year time frame applied equally to all drivers.  List all accidents including minor fender benders and near misses.  Why?  Because frequency breeds severity.  Don't let minor collisions result in DOT recordables (Fatality, Injury or Tow away).  Check SafeStat regularly for accurate accident information.  Maintain a separate DOT accident register listing  DOT recordable accidents for DOT audit purposes.
 
Ask your insurance or loss control provider for a copy of their "Crash Countermeasure" and "Accident Preventability" guides.  Review with all drivers and have them sign an acknowledgement of understanding receipt following Key #1 at this step.
 
Set reasonable expectations; gain buy-in; check for understanding - drivers will be more likely to drive defensively, follow prescribed countermeasures and avoid becoming involved in preventable ("chargeable") collisons if they know, understand and have bought in to the parameters of the fleet safety program.
